A Low and Stable Recidivism Rate
Singapore Prison Service (SPS) enforces the safe and secure custody of inmates, and rehabilitates them to prevent re-offending for a safe Singapore. Strong community partnerships and support for second chances have helped keep the two-year recidivism rates in Singapore low and stable.
The two-year recidivism rate for the 2019 release cohort is 20 per cent, down from about 44 per cent two decades ago.
Yellow Ribbon Project (YRP)
Started in 2004, the Yellow Ribbon Project is a community initiative in Singapore that aims to raise awareness on the need to give second chances to ex-offenders, generate acceptance of ex-offenders and their families in the community and inspire community action to support the rehabilitation and reintegration of ex-offenders into society.
The Yellow Ribbon Project is an initiative under the Community Action for the Rehabilitation of Ex-Offenders (CARE) Network, which comprises:
- Industrial & Services Co-operative Society Ltd (ISCOS)
- Ministry of Home Affairs (MHA)
- Ministry of Social and Family Development (MSF)
- National Council of Social Service (NCSS)
- NeuGen Fund
- Singapore After-Care Association (SACA)
- Singapore Anti-Narcotics Association (SANA)
- Singapore Prison Service (SPS)
- Yellow Ribbon Fund (YRF)
- Yellow Ribbon Singapore (YRSG)
Since the inception of the Yellow Ribbon Project, events and activities, such as the Yellow Ribbon Prison Run (which has been renamed to Yellow Ribbon Race in 2022), Yellow Ribbon Song Writing Competition, Yellow Ribbon Community Art & Poetry Exhibition and Yellow Ribbon Culinary Competition, have been organised with the support of community partners to showcase the skills and talents of inmates and ex-offenders.
